Young people are not the issue. The restrictions on young people are not to stop political/religious self-radicialisation, but are for anti-social and bullying type behaviour.

Well we largely agree so yes, but also note that about half of young people do become grown men, and antisocial and bullying are part of political and religious radicalisation.
