It probably needs the Congress to vote on approval of any deal. If they see a deal they reject very strongly they might even impeach him for it.

If the US had a Congress and/or a Senate which were even vaguely conscious of their powers and responsibilities, and to any degree of a mind to exercise them, Trump wouldn’t have been able to do HALF of the shit that he’s done so far.

The Republicans, currently controlling both the House and the Senate as they do, have been quite content to let Trump rampage about, as it keeps attention away from their more covert efforts to subvert processes and institutions so as to cement their hold on power, and to make lots and lots of money from market manipulations and insider dealings.
