Might explain some people pulling emergency cords etc. for no apparent reason.

Some people just want to watch the world burn.

Most people would wonder what would happen if they did a particular action, like pulling an emergency cord, but most of those people would have the sense not to do it because consequences exist.

The sign says it all. Maybe these people have coginitive problems?
